A specification (spec) adoption refers to the official adoption of a standard, originally produced by a Standards Development Organization (e.g. ASTM, AS, etc..), as an ASME Material Specification. ASME Material Specifications are found in BPVC IIA and BPVC IIB.
For a given ASME Material Specification, the latest adopted SDO standard adopted for it is listed in BPVC IIA or IIB, Table II-200 in Mandatory Appendix II.
It is the committee's responsibility. However, the process of reviewing a specification is quite labor-intensive. In addition, the committee has other responsibilities in addition to doing specification adoptions such as answering interpretations and evaluating new material requests (to name a few).
Since these committees are composed of individuals doing this work on a volunteer basis, the adoption of a specification you need for a particular project may not be the committee's top priority.
Hiring a consultant dedicated to your specific request is the best way to ensure the updated specification will be included in the next ASME BPVC edition!
